WORKING TRIP TO THE KHATLON REGION
On April 24, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, visited the cities and districts of Khatlon Province to familiarize himself with the living conditions of the people and inaugurate facilities of various purposes.
The working visit of the Head of State, His Excellency Emomali Rahmon, began in the city of Nurek.
During the working visit, the Leader of the Nation, Emomali Rahmon, first put into operation Unit No. 7 of the Nurek Hydropower Plant.
As noted, reconstruction and modernization works began in October 2024 and were completed within the stipulated time frame with high quality. The main contractor for the project was Andritz Hydro, and the implementation of subcontracted works was carried out by the Open Joint Stock Company "Tajik SGEM".
As part of this project, the main equipment of the hydropower unit was completely renewed, and modern technologies that meet international requirements were introduced. These measures will ensure reliable and efficient operation of the unit and ensure its service life for many years.
Financing for the modernization of the seventh hydroelectric unit was carried out within the framework of fruitful cooperation with international partners. In particular, 34 million euros were attracted in the form of a loan for the implementation of this important project, and 9.5 million somoni were allocated from the state budget. This method of financing made it possible to carry out modernization work using modern technologies and in accordance with international standards, significantly increasing the efficiency of the power plant.
After the modernization, the production capacity of the hydroelectric unit increased. It can produce up to 8 million kilowatt-hours of electricity per day.
It was recalled that the modernization of the equipment of the Nurek power plant began in 2019, and by this time 3 of its units have been completely replaced. Also, a large number of auxiliary equipment has been modernized. As a result of the modernization of 3 units, the power plant's capacity increased by 260 MW, which is more than the full capacity of the Sangtuda-2 power plant.
Currently, the modernization of the fourth unit of the power plant with its auxiliary equipment is underway.
In total, according to the power plant modernization project, all its units will be modernized at a cost of 750 million US dollars by 2032.
Also, at a cost of more than 1 billion US dollars, all existing power plants in Tajikistan are being modernized, which will extend their service life by another 70-80 years.
During the introduction, the Leader of the Nation, Emomali Rahmon, highly appreciated the activities of employees and specialists in the field, considering their contribution to the development of the country's energy sector as important. It was emphasized that the development of this sector is one of the priority areas of state policy.
Officials were also instructed to pay serious attention to the effective use of new equipment, its high-quality maintenance, and the training of highly qualified personnel.
By implementing such large-scale projects, Tajikistan is gradually strengthening its position as a country with extensive potential for the production of "green" energy, contributing to strengthening the foundations of the country's energy independence.
On April 24, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, launched the activities of the Gulnur LLC Greenhouse Complex in the city of Nurek.
The greenhouse complex was created on an area of 10 hectares of wasteland, 6 hectares of which are intended for the construction of modern greenhouses. To date, 3 hectares have been fully developed and put into operation, of which 1 hectare is used for roses and 2 hectares for various seasonal flowers using modern agrotechnical methods.
The greenhouse is equipped with modern agricultural equipment and has an automated digital system. This system allows for the regulation of temperature, humidity, and other factors of the growing environment, creating the basis for the effective development of flowers and increasing productivity.
The Leader of the Nation, Emomali Rahmon, was informed that more than 1.8 million roses of various varieties are grown in the greenhouse complex using modern methods, and more than 3 million seasonal flowers are also grown.
Various trees, including Turkish plum, pine, linden, juniper, chestnut, blue spruce, and ornamental pear, have been planted in the complex, and the surroundings of the facility have been decorated in accordance with modern urban planning requirements.
The greenhouse provides 60 local residents with permanent jobs, 42 of whom are women. During the flower collection and preparation season, 40 additional people are involved in seasonal work.
Improvement and construction work continues in the greenhouse complex, and more than 700 meters of internal roads have been paved.
At the same time, auxiliary buildings have been renovated, and further construction of a canteen, changing rooms, and the creation of comfortable recreation conditions for employees is planned.
During the tour of the greenhouse complex, the Head of State, Emomali Rahmon, highly appreciated the quality of the work done and the proper organization of the production process, instructing officials to expand the activity by effectively using existing opportunities and, while meeting domestic demand, to establish exports.
The Leader of the Nation, Emomali Rahmon, emphasized that the construction of such modern greenhouses in the city of Nurek is a clear example of the implementation of the state policy of supporting entrepreneurship and the development of the agricultural sector, contributing to ensuring food security, developing the local economy, and improving the living standards of the people.
On April 24, as part of his working visit to the Danghara district, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, laid the foundation stone for the construction of the second phase of the Marmari Poultry Complex in the village of Gulafshon, Safobakhsh rural community.
This initiative was launched with the aim of implementing constructive plans and achieving the country's strategic goals, and includes the areas of breeding, production of incubation eggs, and increasing the production capacity of chicken meat. The implementation of the second phase, with the construction of a series of facilities, will be completed and put into operation by September 2027.
The Head of State, Emomali Rahmon, was informed that the implementation of the second phase is planned in three directions, and its location will be implemented in 5 areas of the Danghara district.
Three areas of work are planned: breeding of pedigree chickens with the construction of 5 chicken coops and infrastructure, breeding of mother hens - production of incubation eggs with the construction of 6 chicken coops and the necessary infrastructure, and breeding of meat chickens with the construction of 12 chicken coops and infrastructure.
The area of the land on which this facility will be built is more than 36 hectares, and a total of 23 additional poultry farms with administrative, sanitary buildings, warehouses, passageways, and parking lots will be built. It is also planned to lay a power line over an area of more than 10 km.
According to officials, 48 thousand breeding mother hens have been prepared for the production of 7.3 million pieces of incubation eggs, which will be additionally provided to small poultry farms. It was emphasized that the initiative to provide incubation eggs in Khatlon region is being implemented for the first time.
The broiler farm will allow each poultry house to house up to 40,000 birds, connecting the company's current production chain. According to the plan, the production of chicken meat should reach 10,000 tons per year.
The facility under construction will be equipped with modern equipment from world-class companies, and the lines for feeding, watering, lighting, heating, and air purification will be equipped with automatic digital equipment.
The installed equipment will regulate the required temperature during poultry farming in accordance with the requirements and standards, creating the necessary conditions for breeding high-quality chickens.
Thus, using the capacity of all poultry houses, more than 5.8 million broiler chickens will be raised per year in compliance with sanitary requirements.
The infrastructure of the poultry house will be provided with electricity and water lines, and its roads will be paved in accordance with the established standards.
In order to implement the policy pursued by the Government of the country on the economical use of electricity, the society has decided to gradually install solar panels in each area for its own needs.
More than 47 special techniques and mechanisms will be used for the regular operation of the poultry house.
In the second phase of the Marmari Poultry Complex, more than 200 permanent jobs will be created.
In this regard, the complex has decided to establish the Marmari Academy in cooperation with higher educational institutions of the country and European training centers, based on existing practical opportunities, to train highly qualified personnel in the field, especially in the areas of animal husbandry, poultry farming, plant breeding, mechanization and veterinary technicians, technologists, and other specialists.
The Leader of the Nation, Emomali Rahmon, assessed the complex of facilities under construction in line with the state's strategic goals in ensuring food security, rapid industrialization of the country, and job creation, and gave instructions and recommendations to officials to complete the planned work in a timely and high-quality manner.
On April 25, in Danghara district, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, met with leaders and activists of Khatlon Province.
The meeting summarized the activities of the executive bodies of state authority of Khatlon Province and its cities and districts in the first quarter of 2026.
During his speech, the Head of State, Emomali Rahmon, deliberated on the existing shortcomings and set specific tasks for the officials of cities and districts to eliminate them.
The issues of finding new resources and opportunities to ensure the further development of the region and the expansion of development and construction works in its cities and districts were also discussed.
It was noted that in the region, in anticipation of the 35th anniversary of state independence, development and construction works are continuing rapidly, and thousands of social and industrial facilities have been built and put into operation. In general, the implementation of the plan for the construction of commemorative facilities in the region has been 112 percent, that is, in excess.
The President of the country, Emomali Rahmon, assessed the construction of more than 7,000 industrial and social facilities and buildings in the cities and districts of the region as the result of the honest work of region's proud people and patriotic entrepreneurs.

Emomali Rahmon said that during the current working visit, we put into operation the seventh unit of the Nurek hydropower plant after modernization in the city of Nurek, which is a logical continuation of the construction work in anticipation of the great national holiday.
During the meeting, Honorable Emomali Rahmon analyzed the results of the region's economic development and stated that the volume of the region's gross domestic product in the first quarter of 2026 reached 7 billion 208 million somoni, an increase of 8% compared to the same period last year.
However, as emphasized by the Head of State, Emomali Rahmon, such a pace of development and the region's contribution to the national economy, given the great economic potential of the Khatlon Province, is still not satisfactory.
Therefore, it was considered necessary to further strengthen the pace of economic development, especially in the industrial, agricultural and export sectors, using existing capacities.
President Emomali Rahmon considered raising the standard of living of the population as one of the primary tasks of the leaders of the region, cities and districts, and relevant structures.
The heads of the regions, cities and districts received instructions from the Head of State, Emomali Rahmon, to ensure the effective use of all existing opportunities and to constantly monitor the attraction of investment, the creation of new jobs, the development of production and the growth of exports.
During his speech, the Leader of the Nation, Emomali Rahmon, discussed the issue of full and timely implementation of the budget revenue plan and strengthening tax discipline, and instructed the leadership of tax authorities and cities and districts to take decisive and effective measures to ensure the full and timely implementation of the budget revenue plan, expand the tax base, increase the level of tax collection, and reduce the balance of tax debt.
It was also instructed to strengthen control over the activities of economic entities, ensure tax discipline at all levels, and expand the use of digital tools for transparency and efficiency of tax administration.
In the first quarter of this year, the volume of loans granted by the banking system to economic sectors and the population of the region amounted to 1 billion 790 million somoni, an increase of 21 percent.
The National Bank and credit institutions were instructed to significantly increase the volume of lending to the production sectors, especially industry and agriculture, and further strengthen the attraction of savings from the population.
His Excellency Emomali Rahmon instructed the executive bodies of the region and its cities and districts to ensure access to banking services, especially in rural areas, and to increase the level of non-cash payments in all sectors, especially in the field of trade and services.
The leadership of the region and other relevant structures were instructed to develop and implement a specific program for the development of the digital economy and ensure the development of digital infrastructure, including universal access to high-speed Internet throughout the region.
It was also considered necessary to introduce a unified system of electronic document circulation in all cities and districts and expand the application of digital technologies in public administration, education, healthcare, and other service sectors.
The Head of State, Emomali Rahmon, emphasized the need to take effective measures to attract investment in the field of digital technologies and digitize key sectors of the economy, including agriculture and trade, as well as to train highly qualified specialists and increase the level of digital literacy of the population.
In the industrial sector, attention was paid to the issue of restoring defunct enterprises, developing the processing industry, ensuring employment and creating new jobs.
In order to overcome the problems in the energy sector, it was considered necessary to promptly implement projects aimed at reducing electricity losses.
The Head of State, Emomali Rahmon, also drew the attention of officials to eliminating shortcomings in the area of illegal use of electricity and collecting full amounts for used electricity.
It was instructed to strengthen the economical use of electricity among the population and enterprises through explanatory and promotional activities.
It was stated that in January-March 2026, the foreign trade turnover of Khatlon Province amounted to 1 billion 240 million somoni, an increase of 34.3% compared to the same period last year.
The relevant authorities were instructed to completely improve the export structure and expand the production of competitive export products, especially in the processing industry and agriculture.
During his speech, the Head of State, Emomali Rahmon, also analyzed and discussed the situation of attracting investment, using the opportunities of free economic zones, and implementing state investment projects.
In the agricultural sector, officials were required to effectively use each plot of land, widely implement repeated sowing, and economically use water resources.
In this context, it was instructed to increase productivity, develop cotton growing, horticulture and vegetable growing, as well as raise the production of export products.
The issue of effective use of household and presidential lands was particularly stressed.
President Emomali Rahmon considered ensuring employment of the population, development of social sectors, including education and healthcare, and improving the standard of living of the people to be important priorities of state policy, and demanded serious and effective activity from leaders at all levels.
In the field of education, the main attention was paid to the issue of adapting the existing capabilities of the educational infrastructure, construction of educational and preschool institutions, providing institutions with highly qualified teachers and improving their professional level.
It was emphasized that in the field of healthcare, despite the significant work done in recent years, a number of serious problems remain in the construction and repair of institutions.
Emomali Rahmon gave instructions and assignments to the leaders of the region and its cities and districts to eliminate shortcomings in the important areas of education and healthcare.
The Leader of the Nation, Emomali Rahmon, given the great potential of Khatlon Province in the field of tourism development, considered it necessary to pay serious attention to the issue of building tourist facilities, repairing and renovating existing facilities, and improving the quality of services to domestic and foreign tourists.
During the meeting with the leaders and activists of Khatlon, the state of law and order, the fight against crime, the expansion of explanatory and preventive work, and the elimination of shortcomings were also reviewed.
