The construction of three two-level overpasses on Saadi Sherozi Avenue and the reconstruction of the vehicular bridge over the Dushanbe River are being carried out as part of the implementation of Dushanbe’s General Development Plan and in accordance with the project to renovate Saadi Sherozi Avenue. These modern urban development projects are intended to provide improved infrastructure and communications facilities in the near future.

President Emomali Rahmon was informed that the two-level road at the intersection of Saadi Sherozi Avenue and Ne’mat Qaraboev Street will have a total length of 850 meters. Eight traffic lanes, with four lanes in each direction, will be constructed to accommodate vehicles. Each lane will be 3.5 meters wide, in accordance with international standards.

The turning sections of the two-level road will have three traffic lanes and will be constructed in compliance with international requirements.

The Head of State was also informed that the second two-level road, to be built at the intersection of Hofiz Sherozi Avenue and Qahhorov Street, will have a total length of 4,300 meters. Eight traffic lanes, serving both directions, will be constructed in accordance with international standards.

Dedicated lanes for public transport, including buses and trolleybuses, will also be provided along certain sections of Saadi Sherozi Avenue.

It was reported that construction of the two overpasses and reconstruction of the vehicular bridge on Saadi Sherozi Avenue are scheduled to be completed within two years. The works will also include the modernization of underground engineering infrastructure, including drinking water pipelines, heating networks, communications and electricity lines, as well as street lighting systems. Landscaping and the improvement of parks, sidewalks, and pedestrian walkways will also be carried out to a high standard.

The Saadi Sherozi Avenue renovation project in Dushanbe is being implemented under an agreement between the Republic of Tajikistan and the European Bank for Reconstruction and Development (EBRD) with an estimated cost of 1 billion Somoni. The contractors are Tajikhydroelectromontage OJSC and a Chinese urban engineering and construction company, with coordination provided by the Dushanbe Road Rehabilitation Project Implementation Group.

During the presentation of the Saadi Sherozi Avenue renovation project, President Emomali Rahmon was informed that the vehicular bridge over the Dushanbe River on Saadi Sherozi Avenue would be reconstructed. The new bridge will be 115 meters long and 40 meters wide, with eight traffic lanes serving both directions and a load-bearing capacity of 100 tonnes.

A total of 80 strong, high-quality bridge girders will be manufactured and installed for the bridge’s construction and reconstruction. Of these, 40 girders will be 24 meters long, while the remaining 40 will measure 33 meters each.

The construction of two two-level roads—at the intersection of Saadi Sherozi Avenue and Ne’mat Qaraboev Street, and at the intersection of Hofiz Sherozi Avenue and Qahhorov Street—along with the reconstruction of the vehicular bridge over the Dushanbe River on Saadi Sherozi Avenue, is aimed at implementing new urban development projects, eliminating traffic congestion, and ensuring uninterrupted movement for motorists and pedestrians.

President Emomali Rahmon praised the construction of two-level and three-level roads, the modernization of the capital’s road network in line with international standards, and the development of Dushanbe’s urban infrastructure. He instructed the officials and road construction specialists to pay particular attention to project deadlines, the quality of construction materials, and the standard of the construction work, so that these transport and communications facilities would serve the public reliably for many years to come.

On October 27, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, His Excellency Rustam Emomali, inaugurated the Eco Block construction materials plant in the Shohmansur district of the capital.
Local entrepreneur Akbar Asadullo established the plant to support the country’s fourth national strategic goal—accelerated industrialization. In terms of production capacity, the new industrial facility is the country's largest lightweight brick manufacturing plant.

The plant is equipped with modern machinery and equipment imported from leading international companies. Its annual production capacity amounts to 300,000 cubic meters of aerated concrete blocks.

President Emomali Rahmon was informed that this type of construction material had previously been imported, in part, from abroad. With the launch of the new plant, seven types of aerated concrete blocks are now being manufactured domestically for widespread use in the construction industry.

The production process consists of six stages, ranging from raw material preparation and molding to steam curing at a temperature of 200 degrees Celsius and product packaging. All stages are carried out automatically using modern machinery and equipment, significantly reducing manual labor.

The plant currently produces aerated concrete blocks measuring 60 centimeters in length, 20 centimeters in width, and 30 centimeters in height. Depending on market demand and customer orders, the facility can also manufacture products in other shapes and sizes.

The plant also has office facilities, a canteen, and dormitory accommodation for employees.

The launch of this modern industrial facility will help supply the domestic market with locally produced construction materials, reduce dependence on imports, and promote export growth.

Currently, 35 aerated concrete block manufacturing plants operate across the country. During the first nine months of this year, these enterprises produced 150,000 cubic meters of aerated concrete blocks.

According to officials, production of aerated concrete blocks in Dushanbe reached 10,000 cubic meters during the first nine months of the year.

President Emomali Rahmon highlighted the importance of initiatives by domestic entrepreneurs to establish major industrial facilities of this kind. He placed particular emphasis on the efficient use of local raw materials, the production of competitive and import-substituting goods, and the creation of new jobs.

The relevant officials were instructed to pay close attention not only to increasing production volumes but also to maintaining product quality, complying with established standards, and ensuring competitiveness in the market.

On October 27, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, and the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, Mayor of Dushanbe, His Excellency Rustam Emomali, officially launched production at Shahdob LLC.
The enterprise was established in the Shohmansur district of Dushanbe at the initiative of entrepreneur Fathullo Sohibov, with the aim of supporting private entrepreneurship. The facility produces beverages and confectionery products.

The enterprise has three production lines. The first two manufacture drinking water and other beverages, while the third is dedicated to confectionery production.

During a tour of the facility, President Emomali Rahmon was informed that the production machinery and equipment had been imported from abroad and included modern, energy-efficient technologies.

According to the project specifications, the first two production lines have a combined capacity of 400,000 containers per day. Drinking water and beverages are packaged in containers ranging in volume from 500 milliliters to 10 liters and marketed under the Shahdob brand.

The products are made in a variety of flavors using fruits, vegetables, and aromatic herbs. In total, the enterprise produces nearly 50 varieties of beverages, offering consumers a diverse selection with appealing taste and quality.

Product quality and safety are tested in the enterprise’s laboratory using modern equipment. These procedures are carried out by experienced specialists with a high level of professional expertise.

The third production line is designed for manufacturing confectionery products. Its daily production capacity exceeds three tonnes. The products are manufactured in 15 varieties under the Shirinihoi Shukrona (Shukrona Sweets) brand and supplied to consumer markets.

The launch of Shahdob has also created favorable employment opportunities for local residents. The enterprise has provided permanent jobs for 120 people, contributing to improved living standards in the community.

To ensure more efficient use of electricity, solar panels have been installed on the roofs of the production buildings. The solar power system has a designed capacity of 150 kilowatts and is expected to reduce electricity consumption by up to 10 percent.

President Emomali Rahmon emphasized the importance of entrepreneur Fathullo Sohibov’s contribution to the development of domestic manufacturing and the implementation of the country’s fourth national strategic goal — accelerated industrialization.

It was noted that the launch of enterprises of this kind contributes to the creation of new jobs, increased domestic production, a reliable supply of the domestic market, and the strengthening of the country’s industrial capacity, thereby laying a solid foundation for sustainable national economic development.

According to entrepreneur Fathullo Sohibov’s plans, a new industrial facility will be constructed adjacent to the existing enterprise. The new plant will cover an area of 1.2 hectares and produce 23 varieties of confectionery products. Once operational, it is expected to provide permanent employment for approximately 120 additional people.

The planned facility will have a daily production capacity of 30 tonnes, and construction is scheduled to take one year.

President Emomali Rahmon instructed the relevant officials to ensure that construction is completed to a high standard and that the facility is commissioned on schedule.
