On the evening of October 8, the President of the Russian Federation, Honorable Vladimir Putin, arrived in the Republic of Tajikistan on a state visit.
On October 9, a grand welcoming ceremony for the President of the Russian Federation, Honorable Vladimir Putin, was held on the square of the Palace of the Nation, which was decorated for the state visit of the high-ranking guest.
The President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, warmly welcomed the President of the Russian Federation, Honorable Vladimir Putin, and invited him to the rostrum of honor.
The welcoming ceremony began with a report by the commander of the guard of honor to the high-ranking guest, the playing of the national anthems of the two countries, passing by the guard of honor, paying tribute to the State Flag of Tajikistan, and getting acquainted with the official delegations of the two sides, and ended with a ceremonial march and the passing of the guard of honor in front of the heads of the two states.
High-level talks between Tajikistan and Russia within the framework of the state visit of the President of the Russian Federation to the Republic of Tajikistan began with a special meeting of the heads of the two states, Emomali Rahmon and Vladimir Putin, at the Palace of the Nation.
The President of the Republic of Tajikistan welcomed the distinguished guest to Tajikistan and expressed satisfaction with the expansion of relations between the two countries in the trade and economic, cultural and humanitarian, security, and regional and international spheres.
In turn, Vladimir Putin called Tajikistan a reliable ally and stated that Russia highly values such relations with it. Referring to the development of trade and economic cooperation, including a significant increase in the volume of trade turnover, as well as the expected results of today’s talks, it was stated that the relations between Tajikistan and Russia would continue to develop steadily for the benefit of the peoples of the two countries.
The high-level talks between Tajikistan and Russia continued in an expanded meeting with the participation of official delegations from both countries.
“Russia is one of the main political and economic partners for Tajikistan,” — our Head of State, Emomali Rahmon, stated at the beginning of the talks.
In addition, Emomali Rahmon noted that “we have close cooperation in the trade, economic, cultural and humanitarian spheres, as well as in the security sector.”
Recalling the recently held meeting of the Joint Intergovernmental Commission on Trade and Economic Cooperation, our Head of State, Emomali Rahmon, emphasized that many issues are being resolved within the framework of the work of this commission.
It was highlighted that the documents to be signed today would also give a new impetus to the development of mutually beneficial cooperation for both countries.
The high-level talks between Tajikistan and Russia covered a wide range of issues, from energy, various sectors of industry, investment, transport, agriculture and the digital economy to science and education, and security and defense.
In this context, attention was paid to the training of highly qualified personnel and specialists in various fields, as well as to labor migration and the expansion of interregional ties.
The possibilities of enhancing investment cooperation in the mining and processing industries, especially the processing of agricultural products, light and food industries, and the production of construction materials were discussed.
The expansion of transport and logistics corridors, ensuring the stability of shipping networks, developing cooperation in the digital economy, and the implementation of new technologies were also considered.
The close coordination and cooperation of law enforcement and defense agencies and special services of the two countries in ensuring security, including the fight against terrorism, extremism and radical ideology, the fight against drug trafficking, cyber threats, and other forms of cross-border crime was noted with satisfaction. It was stressed that the expansion of the strategic partnership and alliance between Tajikistan and Russia would serve the interests of the peoples of both countries and strengthen long-term peace and stability in the region.
After the high-level meetings and negotiations, a ceremony of signing the bilateral documents was held, during which 16 new documents on interstate and intergovernmental cooperation and between various structures of Tajikistan and Russia were signed and exchanged.
Under the Joint Statement of the President of the Republic of Tajikistan and the President of the Russian Federation on the deepening of strategic partnership and alliance relations between Tajikistan and Russia, the heads of the two states, Emomali Rahmon and Vladimir Putin, signed.
The other 15 documents are:
— Action Plan to Increase the Volume of Mutual Trade between the Republic of Tajikistan and the Russian Federation for 2025-2030;
— Investment Agreement between the Government of the Republic of Tajikistan and the Consortium of the BTK Group of Companies on the Implementation of the Project for the Creation of a Light Industry Cluster of the BTK Group of Companies in the Republic of Tajikistan;
-Agreement between the Republic of Tajikistan and the Russian Federation on the legal status of representations of competent authorities on internal affairs and migration issues in the Republic of Tajikistan and the Russian Federation;
— Agreement between the Government of the Republic of Tajikistan and the Government of the Russian Federation on medical examination of citizens of the Republic of Tajikistan for entry into the territory of the Russian Federation for the purpose of carrying out labor activities;
— Protocol on amendments to the Agreement between the Government of the Republic of Tajikistan and the Government of the Russian Federation on the organized recruitment of citizens of the Republic of Tajikistan for temporary labor activities in the territory of the Russian Federation dated April 17, 2019;
— Agreement on cooperation between the National Guard of the Republic of Tajikistan and the Federal Service for the National Guard Troops of the Russian Federation;
— Agreement between the State Committee for Land Management and Geodesy of the Republic of Tajikistan and the Federal Service for State Registration, Cadastre and Cartography of the Russian Federation on cooperation for the purposes of developing and enriching the Geoportal of the spatial information infrastructure of the member states of the Commonwealth of Independent States;
— Roadmap for cooperation in the field of transport for 2025-2030 between the Ministry of Transport of the Republic of Tajikistan and the Ministry of Transport of the Russian Federation;
— Memorandum of Understanding on combating cholera between the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan and the Federal Service for Supervision of Consumer Rights Protection and Human Well-being of the Russian Federation;
— Memorandum of Understanding between the Committee for Primary and Secondary Vocational Education under the Government of the Republic of Tajikistan and the Ministry of Education of the Russian Federation on cooperation in the field of secondary vocational education, relevant additional vocational training and professional training;
— Roadmap between the Ministry of Industry and New Technologies of the Republic of Tajikistan and the State Atomic Energy Corporation Rosatom on the implementation of pre-project radiation testing and research of the Dehmoy waste disposal site in the Republic of Tajikistan and the development of financial and economic bases for its decontamination;
— Memorandum of Understanding between the State Service for Supervision of Health and Social Protection of the Population of the Republic of Tajikistan and the Federal Service for Supervision of Healthcare of the Russian Federation;
— Memorandum of Understanding between the Communications Service under the Government of the Republic of Tajikistan and the Federal Service for Supervision of Communications, Information Technologies and Mass Communications of the Russian Federation on the issues of using the radio frequency spectrum, combating the spread of illegal information and (or) information resources on the Internet, combating fraudulent calls when providing communication services;
— Investment Agreement between the Government of the Republic of Tajikistan, the State Unitary Enterprise Machine-Building Plant under the Ministry of Industry and New Technologies of the Republic of Tajikistan and the authorized legal entity of the Russian Federation on the establishment of the Industrial Park of Tajikistan and Russia. — Cooperation Agreement between the Public Service Agency under the President of the Republic of Tajikistan and the Russian Academy of National Economy and Public Service under the President of the Russian Federation.
Following the signing and exchange of documents, the President of the Republic of Tajikistan, Emomali Rahmon, and the President of the Russian Federation, Vladimir Putin, held a press conference, during which they expressed satisfaction with the results of the high-level meetings and negotiations.
At the beginning of the press conference, the Head of State, Emomali Rahmon, noted, in particular: «Our dialogue in an atmosphere of mutual understanding once again confirms the high level of relations between Tajikistan and Russia.»
Emomali Rahmon provided a detailed account of the results of the high-level talks, noting the importance of the agreements reached today regarding the development of comprehensive cooperation, including further increasing trade and investment, implementing joint projects, establishing manufacturing facilities, opening an industrial park, processing agricultural products, extracting and processing minerals, collaborating in digitalization and artificial intelligence, strengthening cooperation in cultural and humanitarian areas, including education and healthcare, youth policy, sports and tourism, training young professionals, as well as security and defense issues.
Gratitude was expressed to Vladimir Putin for increasing educational quotas for Tajik students, building five Russian schools and a center for gifted children in Tajikistan, assisting in training Russian language teachers, providing educational literature, and constructing the Mayakovsky Russian Drama Theater in Dushanbe.
High praise was given to the cooperation between law enforcement agencies, intelligence services, and defense departments of the two countries, including in the fight against terrorism, extremism, and illegal arms and drug trafficking.
The similarity of Tajikistan and Russia’s approaches to cooperation within international and regional organizations was confirmed.
The Head of State, Emomali Rahmon, expressed confidence that the documents signed and agreements reached during the visit would give new impetus to the further development of comprehensive cooperation between the two countries.
In his statement to the press, President Vladimir Putin expressed gratitude to the Head of State, Emomali Rahmon, for the invitation and the warm welcome and hospitality, and highly commended the results of the high-level meetings and talks.
